My name is James Huang. I am a teacher at the Tianjin Peace Institute for All Nations. It is an English/Korean educational institution located in Tianjin, China.

We need a new bi-lingual website to attract students. I expect you to design and upload the template with key test pages. I can write the content myself. I also expect you to demonstrate that you can do a bi-lingual website.

I will provide the translations for the Chinese part of the website. All you have to do is cut and paste.

Requirements
1) Use Joomla 1.5.
2) Frontend language: Chinese and English Bilingual
3) Backend language: English
4) Ability to set up user accounts for the teachers with "@tianjinpeace.com” emails.

I can be flexible with the design if some elements are not technically feasible. But I need the “cross” layout.
