Seeking a freelancer to perform on-demand work on short notice. Primarily template implementation / modification and some extensions programming where needed to fully implement designs.

Desired contract approach would be for a retainer with a specified hourly rate and expected hours-per-month of service. In exchange for a commitment on responsiveness a minimum hours per month could be specified (i.e., commitment to pay for x hours per month if and only if the freelancer always responds with 24 hours to any request during that month). Open to other suggested contract approaches as well.

Freelancers who utilize instant messaging (Google Talk, MSN, or AIM) and who indicate they are generally online will be favored as IM will be a preferred communication method.

Please provide background, hourly rates, desired minimum hours/month, and thoughts on appropriate contract terms.
