I’d like to contract a person to investigate and build a custom hosting system from within Joomla (I’ll build the website, you supply all components to get what i dewcribe below working, as well as all the server hacks/scripting) to solve the following problem:
I am an ICT teacher who helps students build web pages which then are not hosted and they cannot show to parents and friends (unless they take it home on a memory stick).

Here’s what I want:
1. Teachers to be able to register schools (subject to admin approval) for an account. The school could be validated manually by DfES number or otherwise to make sure that this FREE hosting service is only being used by schools and their students.

2. Once a school account has been set up by a 'school master', that teacher can upload class lists in CSV form or by another means and the system will dynamically generate the following:
• a folder on the server for each student so that effectively they have a web address (http://www.hostname.com/schoolid/studentid).
• A unique ftp account and password that will allow uploads only to that student’s directory
• A password protection system on the directory so that only students, their family and friends can access the site. Often 11 year olds are too carefree about posting personal details, libellous stuff or ignoring copyright, so password protecting the folder would minimise the dangers related.
• Allow logged in ‘school masters’ to add, edit, freeze/delete student accounts or retrieve passwords.
The system should deliver these details in printable list form so that teachers can provide the details to students.

3. Students can then log in with the details provided (but only from school- I hope this can be verified by checking the IP address as schools tend to have static addresses) and upload their web files via a web-based ftp system within the website. The files will be simple static websites with no server-side stuff going on, nothing fancier than a bit of flash, inline java scripts, active x, jar files, css, images, avis, etc.

4. Students, friends and family can log in from anywhere, enter the password for the directory and view the student’s site.
The ultimate aim here is ‘ease of use’ rather than sophistication. Easy for teachers to set up and administer, and easy for students to upload and host their html creations safely.

I have the domain I wish to use, have reseller hosting but am prepared to get a VPS or dedicated solution if necessary (which I intend to use for some other projects as well).

It doesn’t necessarily have to be built within joomla, but I’d prefer. The students’ website would not be joomla websites after all.
I would prefer a UK developer for convenience with phone contact and familiarity with the UK school system, but will consider people from elsewhere.
