I require a umpire/referee rating website” that will score individual umpire performances and produce tables based on scores.

Basic rules of operation
- Admin level users will enter matches and the umpire or referee for that match
- People should be able to register on this website and once done so, log in and rate the performance of umpires or referees
- Registered users should only be able to rate matches entered by admin level users (not be able to enter their own)
- Multiple registered users can rate a particular match so that umpires/refs score will be the average of those.
- Registered users should only be able to rate matches once
- Unregistered users can view ratings but not enter their own

Should be template based solution using PHP and MySQL so I can amend the visual style of the website without effecting the data presented. You can use a framework like Joomla should you wish.

Preference will be given to Freelancer who has experience of producing similar applications. Ideally a link to what they previously produced and then I can see they understand the concept which I require.
