Search Engine Friendly URLs + Layout Changes Location

I have a media site that needs some small additions made to it. Due to sponsorship reasons we need a developer living within the United States. This residency requirement is out of my control as it is mandated in a previously signed agreement.

First of all, I need search engine friendly URLs added to the site to allow search engines to pick up links with greater ease.

Second of all, I need a developer who can alter and change our layout. This layout adjustment will be a site-wide change.

If you are experienced with the two above skills AND you reside within the United States of America then we could use your expertise.
