VirtueMart Tax Hack Gold Hide bidding

I need to develop a method to disable tax based on order total.

For example: if order total is $1000 or greater, not tax is applied.

VM already has the option for free shipping based on order total. A similar option for tax would be great.

This is for VM 1.0.x
